Government:
McKinney has a Council-Manager form of government. The City Council has seven members; four are elected to single-member districts and two, along with the Mayor, are elected at large.

The City Council is responsible for establishing City policies, considering City resolutions and ordinances, appointing citizens to all City boards and commissions, approving or rejecting zoning changes and accepting or amending the annual budget as presented by the City Manager.

Director of Finance

The Position:
As a key member of the Executive Management team, the Director of Finance will report to the Deputy City Manager and assume a strategic role in the overall management of the City.  The Director of Finance will establish and maintain credibility of the Finance team by providing timely and accurate analysis of budgets, financial trends and forecasts.  The Director of Finance will have primary day-to-day responsibility for planning, implementing, managing and controlling all fiscal activities of the City. This will include direct responsibility for accounting, finance, strategic financial planning, development and administration of the City's debt and treasury management, purchasing, revenue collections, and administration of the Municipal Court.  Performs other related functions as needed. 

  • Evaluate and advise City management on the impact of long range financial planning and technology needs, introduction of new programs/ strategies and regulatory action. Provide actionable data and analysis for management decision-making.
  • Establish and maintain strong relationships with senior executives so as to identify their needs and seek full range of business solutions.
  • Provide executive management and the City Council with reliable advice on the financial implications of business activities and other complex financial management issues.
  • Oversee preparation, publishing, and administration of the City's component unit budgets. This position will also oversee the City's annual audit and compilation of the CAFR. Assures all current accounting standards are followed.
  • Review and evaluate non-routine customer complaints, media concerns, inquiries from department heads, and City Council and related boards' meeting agendas, and provide resolution or make recommendations where required. Ensure supervised employees and self respond in a timely and appropriate manner.
  • Prepare, submit, and present reports to the City Manager, City Council, and the public concerning the financial, economic, and investment status of the City.
  • Ensure that effective internal controls are in place and in compliance with applicable federal, state and local regulatory laws and rules for financial and tax reporting.
  • Provide timely, accurate and thorough performance evaluations for supervised employees and professional development of staff.
  • Attend City Council meetings and other meetings as needed; including being the lead staff on the Audit and Investment Committees.
  • Monitor banking and collateral activities of the city.
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

Knowledge, Skills, Abilities, and Behaviors:

  • Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to municipal budgetary administration and program development.
  • Knowledge of preparation and development of the Comprehensive Annual Financial Report.
  • Knowledge of accounts payable and accounts receivable, financial reporting and complex general ledger systems.
  • Knowledge of computers and related equipment, hardware and software for development, accounts payable and receivable, credit reporting, tax preparation and journal entries.
  • Knowledge of cash management practices and principles.
  • Skill in negotiating and assessing complex proposals and contracts.

 

The Ideal Candidate:
Interested candidates should possess a Bachelor's Degree in Accounting, Finance, Business, or related field.  A  Master's Degree in Public Administration, Business, or a related field and CPA is preferred.  Successful candidates should possess 10 years of relevant experience in progressively responsible financial leadership roles.

The ideal candidate will have experience working in a comparable or larger sized community. Candidates with municipal management experience in a progressive and / or fast growth community is preferred.  The successful candidate will have experience working with developers on Tax Increment Financing (TIF) projects.

Financial expertise is essential for the successful candidate.  The ideal candidate should possess a strong proficiency in governmental accounting and serve as the key contact for all financial issues.  He/she must be able to streamline operations, increase efficiency, and provide direction to the department and City management.  While a strong knowledge of financial terminology is necessary, this individual should also be able to effectively communicate across divisions and with City Management in a clear and articulate fashion.

This person will demonstrate superior management skills and have the ability to make strategic decisions pertaining to staff and procedures within the department.   He / she should possess the capacity and interest to be an effective mentor and leader for staff; developing and strengthening relationships across departmental lines. The ideal candidate must be able to set a positive example of competence, professionalism, energy and work ethic to the department.  Advanced written and oral communication skills are imperative for this position.
