The North Texas Municipal Water District (NTMWD) provides vital water, wastewater and waste management services to more than two million people who call North Texas their home.
Since our inception more than six decades ago, we have collaborated with North Texas cities and communities on the design and operation of our systems. The ten original Member Cities are: Farmersville, Forney, Garland, McKinney, Mesquite, Princeton, Plano, Rockwall, Royse City, and Wylie. Richardson joined as a Member City in 1973, Allen in 1998, and Frisco in 2001.
This regional partnership has reduced costs, facilitated access to water, wastewater and solid waste services to communities large and small, and streamlined service delivery.
The North Texas Municipal Water District provides essential water, wastewater and solid waste disposal services to 2 million residents across 10 counties in the North Texas region.
NTMWD has been providing wholesale water services to communities in the region since 1956. As these communities have grown in population, the regional water system has grown in scope and complexity to reliably meet their needs. In 1972, in response to requests from the cities and communities we serve, NTMWD expanded its services to include wastewater collection and treatment. Consolidating smaller, municipal wastewater plants into a regional system reduced costs for participating cities and streamlined operations.
Today, the effective treatment and purification of wastewater is a key way we are helping to meet the future water needs of the region.
In 1979, again due to customer requests, NTMWD expanded its services to include solid waste disposal. Participating cities collect and deliver municipal solid waste to one of our three transfer stations or landfill located in Collin County. From the transfer stations, staff transport the waste to the regional landfill located in Melissa. Residents of participating cities also may drop off municipal solid waste at one of the transfer stations or landfill by showing proof of residency, with their city issued utility bill.
The Water System Manager is responsible for all matters pertaining to Water Treatment System operations; including the maintenance, administration and operation of its facilities. The regional water system includes six water treatment plants with a capacity of up to 876 MGD utilizing ozonation as the primary disinfection process for treatment. These plants currently receive water from seven main sources - Lavon Lake, Chapman Lake, Lake Texoma, Lake Fork, Lake Tawakoni, Lake Bonham and a 2,000-acre wetland that receives flows from the Trinity River. An additional reservoir and 70 MGD water treatment plant will be in operation by 2022. The position is responsible for 108 employees and reports to the Assistant Deputy -Water Treatment and Conveyance.
Duties and Responsibilities
· Provide leadership to ensure the organization core values, vision, mission and strategic plan are realized.
· Participate in departmental strategic initiatives and goals development and implementation.
· Responsible for the treatment process and required reporting to ensure compliance with all regulatory and organizational parameters.
· Responsible for operating and maintaining facilities in strict compliance with permit limitations in an economically optimized manner.
· Prepare, monitor, and administer annual budgets for the department.
· Performs assigned duties in accordance with established NTMWD policies and procedures.
· Participates in the development of plans and specifications of relevant facilities included in the system.
· Maintains effective communications with NTMWD management, water system members and customers, NTMWD Board of Directors, regulatory agencies, and other stakeholders as needed.
· Responsible for the supervision of all Water System employees to include hiring, scheduling, and performance evaluations.
· Ensure that Water Operations personnel are properly trained and equipped for safe execution of duties.
Knowledge, Skills & Abilities
· Ability to lead, develop, coach, and supervise NTMWD team members related to all Water Operations programs and initiatives.
· Requires strong background in surface water treatment for a large water system, water quality regulations and knowledge of water industry best practices to include water chemistry, optimized operation and maintenance practices, and effective management and operation.
· Ability to develop programs and processes to achieve safe and optimized performance in accordance with the Texas Optimization Program (TOP) and Partnership for Safe Water.
· Ability to work collaboratively with all internal stakeholders and departments related to the effective operation of the Water System.
· Ability to foster and maintain positive and productive relationships with external stakeholders.
· Must possess knowledge the local, state and federal regulations related to water treatment and operation.
· Mathematical skills to prepare budget and interpret technical data relating to the treatment process are essential.
The Ideal Candidate
The ideal candidate should be knowledgeable of local, state and federal regulations related to water treatment and operation, and have hands on experience with plant operations, engineering and surface water treatment. The successful candidate should possess financial knowledge to include fiscal planning and budget preparation.
The ideal candidate must have the ability to establish and maintain excellent communication and relationships both internally and with NTMWD members and customers. Effective communication along with strong collaboration and team building skills will be essential. The ideal candidate must have the capacity and interest to be an effective mentor for staff.
Education and Experience
Qualified candidates will have a Bachelor's degree from an accredited college or university with major course work in engineering, environmental science, chemistry or related field. A minimum of ten years of progressive experience in the management of a water treatment facility is required in addition to an established track record for effectively working with governing boards or councils, state and federal agencies, and public groups. This position requires a valid Texas Driver's License.
Environmental Factors, Activity Levels and Equipment
This position requires moderate physical exertion. General physical mobility is required. May be subject to working conditions that include exposure to weather. May also be subject to conditions that require respirators, venting hoods and protective clothing. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, calculator, safety equipment, and phone.
