Mr. Richey is the former Chief of Network Engineering for the Bureau of Infrastructure and Operations, Commonwealth of Pennsylvania. In this capacity, he was responsible for a wide array of planning, implementation, and oversight of data, voice, video, and telecommunications for all executive agencies within Pennsylvania state government.
Mr. Richey has more than 45 years of experience in both the military and public sector digital and analog communications technology experience. His vast experience includes engineering design and installation of microwave, multiplexer, and telephone switching systems. He has also had direct involvement in engineering, design, and implementation of networks including LANs, WANs, and MANs.
Recent projects have included the planning and implementation of the telecommunications infrastructure within the Commonwealth’s of Pennsylvania’s Keystone Building. This expedited project included a large campus VLAN with Layer 2/3 switching equipment running over both fiber and copper cable.
Additionally Mr. Richey was directly responsible for the successful transition of the Commonwealth of Pennsylvania’s Wide Area Data Network from an incumbent telecommunications provider to a competitive provider, which occurred over a five-year period. He has been actively involved in the design and implementation of evolving technologies including WAP and VOIP, and he acted as the architect and administrator of all IP addressing for Pennsylvania state government.
Mr. Richey has a distinguished 26-year military career that has spanned the globe. He has worked throughout the US and with multinational operations in Europe and the Far East. He has been awarded the United States Air Force’s Meritorious Service Medal (MSM) along with 2 Oak Leaf Clusters (3 separate awards of MSM), which recognizes individuals who distinguished themselves by outstanding non-combat meritorious achievement or service. This award was established as the non-combat counterpart of the Bronze Star Medal.
Having served globally, Mr. Richey has developed an appreciation for various cultures and has taken the time to study various languages including Italian, Japanese, and Korean.
