Dublin, Ohio is a progressive, well-educated and innovative City in the northwest area of metropolitan Columbus. Approximately 25 square miles and home to 43,000 residents, Dublin has long been recognized as a premier community, not only locally, but also internationally. Collaboration between departments and with local jurisdictions, as well as a creative approach to Geographic Information System (GIS) use and integrated application implementation were also key factors.
As a leader in technology innovation, Dublin was one of the first cities in the country to deploy both an extensive fiber optic and Wi-Fi infrastructure to support the broadband economy, and is about to increase its underground network to 100 gigabytes. The City has been named one of the Top Seven intelligent communities in the world by the New York-based think tank, the Intelligent Community Forum.
In a recent survey by the National Research Center, residents provided overwhelmingly positive feedback about life in Dublin. Compared to data collected from roughly 500 communities, Dublin ranked number one in the country in several categories including Overall Appearance, Overall Built Environment, Overall Economic Health, Employment Opportunities, Health and Wellness Opportunities, Land Use, Planning and Zoning, and Economic Development. Nearly every respondent (98%) rated Dublin as an excellent or good place to live.

Chief Information Officer
The Chief Information Officer reports directly to the City Manager and is responsible for leading and directing the City of Dublin’s IT Department. Work involves establishing the strategic plan for the Department including developing, planning organizing and directing all of the staff and activities to meet the established goals.
The CIO will have an important role in driving the analysis and re-engineering of existing business processes, identifying and developing the capability to use new tools, reshaping and protecting the organization’s physical infrastructure and network access, influencing equipment/product acquisition and identifying and exploiting the organization’s knowledge resources. Additionally, the CIO develops policy and guides the development, planning, budgeting, resourcing and training relative to technology use by the City. The CIO has a leadership role in the City’s efforts to integrate technology use into both its long-term strategy and its immediate business plans.
The responsibility for the operations and continued development of Dublink will be the responsibility of the CIO. Dublink provides a vital institutional broadband capability while also playing a significant economic development role. Dublink has global visibility and projects to significantly increase Dublink’s capability as an economic development incentive are underway.
The CIO has a large role in driving or leading crucial decisions and initiatives leveraging technology and technology-dependent projects essential to the strategic and operational objectives of the City.
The administration of the City's information technology is the responsibility of the CIO. This involves planning, maintaining, developing, overseeing and managing the City's local area and wide area networks, IBM iSeries Systems, fiber network and Wi-Fi, cellular communication, citywide telephone system, Geographic Information Systems (GIS) and all personal computers, laptops, tablets, printers and copiers.
The CIO is responsible for developing the Information Technology 5-year Capital Improvement Program (CIP) and annual operating budget, as well as overseeing the timely and effective implementation of numerous new/upgraded technologies each year.
Additionally, the CIO will:
- Provide leadership and guidance regarding ongoing long- range information systems and technology planning and selection and acquisition of new hardware and software and telecommunication systems; develop long-range plans; work with vendors and city staff to evaluate new technologies.
- Guide the implementation of technology projects and tasks through implementation planning, technical assistance, and management of activities.
- Provide proactive assistance and guidance to identify opportunities to improve operations through the use of technology.
- Supervises staff in the delivery of ongoing technical support to all City staff.
- Structure, lead, and develop IT staff for maximum effectiveness.
- Manage the implementation and renewal of technology systems and services contracts
Education and Experience
Qualified candidates will have a Bachelor's degree in M.I.S., Computer and Information Science, or a related field and considerable progressively responsible experience with the administration, coordination, and operation of computerized information management systems, managing multiple concurrent projects, and leading a professional IT group. An equivalent combination of education, training and experience may be considered.
Knowledge, Abilities and Skills
- Thorough knowledge of implementation, and coordination of application software solutions and computer systems and local and wide-area networks.
- Considerable knowledge of technological changes and trends in the information technology field.
- Considerable knowledge of a wide range of software including E-mail, spreadsheets, databases and word processing systems.
- Considerable knowledge of system and computer technology practices and procedures.
The ideal candidate should have solid project management skills, a demonstrated understanding of network infrastructure, and experience working with GIS and ERP software implementation and maintenance. Municipal experience is highly preferred.
The ideal candidate should be able to build successful partnerships both within IT, across departmental lines and with outside agencies and business leaders. Continuous improvement, creativity and innovation are valued; a drive for excellent customer service is critical.
The ideal candidate will be a strong leader who inspires the staff to achieve excellence and encourages professional development. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful; advanced written and oral communication skills are imperative.
