2. Oversees the employment, retention, = promotion, transfer and termination of utility = division=20 personnel consistent with approved city policies, = rules,=20 regulations and contracts.
3. Represents the = utilities=20 division at various professional conferences and = public=20 meetings; makes presentations, attends and chairs = meetings and=20 acts as a spokesperson with the media when = appropriate.
4.=20 Creates a climate of acceptance for new concepts, = programs and=20 services, and a positive high-quality image of the = city's=20 utilities, highlighting quality and high standards = through=20 personal and professional contact with the community = and the=20 city's utility customers, the city's Management Team, = City=20 Manager, City Attorney, WRAB, City Council, and other = city=20 staff; federal, state and local elected and appointed=20 officials; civic organizations; professional = associations and=20 colleagues; local and regional media.

A = Bachelor's=20 degree in Environmental Engineering, Civil Engineering = or in a=20 related field, and at least eight years of = increasingly=20 responsible experience as a senior manager in a = complex public=20 utilities organization working with regulatory = agencies,=20 consulting firms and contractors and/or equivalent = education=20 and experience. Experience in water resource = management.=20

Valid driver's license. Have and maintain = acceptable=20 background information, including criminal conviction = history,=20 motor vehicle record and credit history. =
