Nicholas Giordano

Mr. Giordano joined Affinity in 2003 after more than 40 years of computer and telecommunications experience, nearly all of which was in the public sector. At Affion Public, he has continued applying his technology and policy experience to promote universal broadband access throughout Pennsylvania.

Mr. Giordano provides clients with exceptional telecommunications expertise, including intelligence gathering, budget analysis, agency needs assessments, identification of product placement and gap analysis. He is also versed in strategic consulting services including stakeholder analysis, benchmarking and strategy development.

Recent assignments include project management and contract negotiation services for clients establishing regional wide area education networks that have community and economic development components. He has provided strategic advice to corporate clients seeking state government procurement opportunities in Pennsylvania and elsewhere. He also assisted a public/private team in developing policy recommendations for new Pennsylvania telecommunications legislation and for program implementation resulting from its passage, including assistance to the Pennsylvania Department of Education in the development of guidelines for grant awards under the E-Fund program.

Prior to joining Affinity, Mr. Giordano was director of the Bureau of Commonwealth Telecommunications Services (BCTS) with Pennsylvania state government. As BCTS director, he  oversaw the largest migration of telecommunications services in the country, successfully transitioning all services from the incumbent provider to a competitive provider. That project expanded the Commonwealth’s available network capacity while saving an estimated $100 million in telecommunications costs. It also increased Pennsylvania’s public network fiber optic infrastructure, extending affordable broadband access to many of the commonwealth’s underserved communities.

Concurrently, Mr. Giordano served as the Governor’s Office of Administration’s liaison with the Public Utility Commission, the Universal Telephone Service Task Force and the Link-to-Learn educational technology initiative. He was responsible for telecommunications policy development for state agencies, as well as much long-range technology planning. 

During his 35-year state government career, Mr. Giordano led a diverse list of special projects, including development of broadband and data communications services, long distance telephone network services, and computer technology systems.

Mr. Giordano has been a featured speaker at numerous national and international conferences on telecommunications and broadband deployment. He participated as an invited speaker in Rome at the Global Forum 2003 conference.
