Curt Haines worked for the Commonwealth of Pennsylvania for 32 years, 22 years with the Department of Revenue and 10 years in the Governor's Office of Administration. He started as a systems analyst in application development. Through a series of promotions, Curt was exposed to a wide variety of IT issues, polices, platforms, personnel matters, and very unique and innovative projects. These experiences positioned him well to become the Deputy Secretary of Revenue for Information Technology, a position he held the for last four years of his career.
As the Deputy Secretary for Revenue, Curt was the Commonwealth's project manager for the successful acquisition and implementation of the largest slot machine control and monitoring system in the world - a massive, three year effort. Curt also oversaw all IT matters of the Department of Revenue. Included in these duties were the timely receipt and deposit of billions of dollars a year, the imaging/storage/retrieval of tens of millions of documents a year; and all mainframe, network, IT security, and electronic commerce initiatives of the Department.
During his work with the Office of Administration, Curt was the project manager for the DataPowerHouse project, which involved the very successful operational outsourcing to the private sector of twenty (20) state agency data center operations. During this time, Curt worked closely with those agencies, vendors, and a host of federal agencies involved in the project.
In all the large projects he managed, Curt was extensively involved in the writing and evaluating of all public procurement documents, and was an integral part of the negotiating teams that successfully negotiated billions of dollars of public contracts with the private sector.
Curt received a B.A. degree from Grove City College and did graduate level work in Public Administration at the Pennsylvania State University. Also, throughout his long career, Curt received much additional formal training in a wide variety of IT matters.
