Chuck Strubel recently joined Pennsylvania’s strongest team of technology and public sector consultants at Affion Public. Mr. Strubel has over 34 years of combined professional experience in the field of information technology, all of which was in public service. At Affion Public, Mr. Strubel will continue applying his technology and policy experience to promote universal broadband access throughout Pennsylvania by assisting Affion's clients.
During his state government career, Mr. Strubel gained extensive experience in main frame computer operations, data communications software development and maintenance, and in telecommunications service management. His broad experience includes the development and management of all aspects of computer and communications systems for the Commonwealth of Pennsylvania. He also worked closely with Commonwealth of Pennsylvania agencies in planning, implementing and troubleshooting telecommunications networks, and in developing and administering enterprise telecommunications policies. Mr. Strubel co-authored the Commonwealth's first network security policy in 1996.
As Assistant Director of the Bureau of Commonwealth Telecommunications Services (BCTS), Mr. Strubel managed all operational aspects for the implementation of the Commonwealth’s first integrated voice, data, and video network. It was an objective of this project to leverage the Commonwealth's purchase of telecommunications services utilized by agencies in order to provide the greatest benefit to extended communities in Pennsylvania. He was later appointed Director of Commonwealth Telecommunications Services, and in this position he oversaw the administration and operation of the Commonwealth Telecommunications Services (CTS) Contract with TelCove (now Level 3), a competitive local exchange telecommunications company. His responsibilities also included negotiating other telecommunication contracts as well as the development of telecommunication polices and long-range planning within the information technology environment of the Commonwealth of Pennsylvania.
